The City of Oceanside, has made government decisions to treat my son and me differently concerning our needs and the Code Violation problems that we have with our neighbors. They don’t like to get involved with neighbor squabbles, and have refused to do a thing about that woman across the street who planted her bushy palm trees to block my Pacific Ocean view, on city property.

The city’s solution was to give the property that she planted her trees on to her so it’s no longer Oceanside’s problem. I’d say that’s very generous of the city, for my evil neighbor, and a very slick way for City Attorney John Mullen to let me know they didn’t care about helping me, AT ALL!

Oceanside doesn’t like to handle code violations on our cul-de-sac, or at least, any that  I call in. I have a new one … The city needs to clean-up his mess and send him a bill $$$$ !  I’ll be calling this one in and if I don’t get help from Oceanside,  EPA might have something to say since it is a US Law against leaking motor oil and transmission fluid on the street.

David Manley, head of Code Enforcement, told us to call the city , ONLY with a LIFE OR DEATH PROBLEM, the EPA says it is.  The Environmental Protection Agency says those are BIOHAZARDS he is dripping.

Update: February, 2009 …

The city just resurfaced our street, thank you, thank you, thank you … and my neighbor continues to drip, drip, drip, unabashedly.

Watanabe / Watson

Frank Watanabe was in charge of traffic, had a girlfriend, Cynthia Watson, who he put in charge of doing traffic studies. Keep in mind that she was not qualified, not an engineer, but she made decisions that rerouted traffic, affecting lots of people. They called them “STUDIES” which meant they would re-stripe the streets, put up one-way signs, for absolutely no reason other than putting a little extra cash into she and Frank’s love-nest.

Those STUDIES cost a whopping amount of our tax money. The one LITTLE STUDY that we inquired about would have cost $60,000. The scandal concerning Frank Watanabe/Cynthia Watson and the problems they created for us, controlling our drive from our home for eight months. Eight months of ANGER! Can you see how I might have high blood pressure?

Since Republicans are in charge in Oceanside, and I helped to elect those officials, and we wanted limited government control, how is it that a transportation manager’s girlfriend can re-route a neighborhood of people into one-way turns that wound us into the middle of school traffic for EIGHT LOOOOOOOOONG months ?

Sitting in traffic, patiently waiting in a clogged up line of school traffic, buses and children darting around. Would that fall under the GOVERNMENT CONTROL label? I can tell you that WE DIDN’T like it, made us VERY MAD!

I’ve tried to follow the explanations of this FINANCIAL FIASCO on the internet, that was created by Frank Watanabe and Cynthia Watson, but it disappeared. Well, I’m not done yet, as I would like to know the finish to the story of why we were controlled, angered, and lost lots of our valuable time with those IGNORANT, CONTROLLING, UNQUALIFIED , TIME WASTING, GOVERNMENT EMPLOYEES making BUSYWORK FOR THE $$BIG BUCKS$$ AT OUR EXPENSE! Where is the explanation for this? I’ve been looking, but haven’t found it.

I DO have a REASON to ask for answers as this government debacle caused me an EIGHT MONTH PROBLEM, and what WILL BE the final dispatch of this, as I don’t believe it’s over, yet!

Also want to know why no one at City Hall noticed that an unqualified person was at the helm of re-routing streets one-way, even in little downtown Oceanside, I mean, we’re not in NEW YORK CITY, folks!

When we saw the signs up telling that downtown streets would become one-way, my son and I, after having endured our problem with the one-way on our little street through school traffic,came unglued, as the planned downtown re-routing would have caused a BIG problem, again, for us.

The post office we use, most everyday, well, the new route would again cause the flow of traffic to go through the school traffic. AGAIN, my son raised HELL with the city. They said they were only going to do a study. He found out that in order to just do the one-way study, it costs $30,000.00 to re-stripe the streets and signage, and to change it back, it costs another $30,000.00 = $60,000.00 for a very dumb idea. This idea coming from a city without enough RESOURCES to fix decaying streets or even be able to respond to citizens problems!

This is the lovely Oceanside street that I live on.

Update:  February, 2009 …  our street was resurfaced! Thank you very much Oceanside.

Was anyone watching those lovebirds feathering their nest with these VERY QUESTIONABLE EXPENSIVE STUDIES? WHO WAS SUPPOSED TO BE WATCHING …Watanabe / Watson?  My son and I were watching, and it didn’t take us long to figure out that someone was either making money, or someone was an idiot, there could not be that many reasons available for such absolutely useless CONTROL of the city street, and we couldn’t figure out the scene, but now it is crystal clear.

We took notice several years in advance of the city taking notice. We lived through one and saw one proposed, ridiculous plan, didn’t the city see other plans equaling huge paychecks for that SPECIAL CONSULTANT?

Did anyone else notice that the plans were rather BOGUS? Soon after that, Frank Watanabe and Cynthia Watson abruptly absconded in 2006, when asked to appear before the city council to explain what had FINALLY come to light about their AFFAIRS!

I believe that my son’s persistence and anger surely was one of the catalysts leading to the very S L O W recognition by The City of Oceanside, of this $461,000.00, EXPENSIVE problem. And that $461,000.00 was just Cynthia’s payday! Wonder what was the total amount her STUDIES cost the City of Oceanside taxpayers?

Perhaps my son was a bit obnoxious at the city council meeting because of his SEVERE reaction to someone’s absolutely asinine, ONE-WAY STREET FETISH, because it was SENSELESS! Seems he angered some City Officials with his impatience in their failure to see that something WRONG WAS GOIN ON! Did he anger officials because he pitched a fit over INCOMPETENCE and he dared to demand that THE GOVERNMENT NOT CONTROL OUR EVERY MOVE! CITY OFFICIALS OVERLOOKED OUR NEEDS FOR EIGHT LOOOOONNNNGGG months of BUREAUCRATIC STUPIDITY AND CONTROL.

City of Oceanside should be glad he noticed, since they didn’t! I do believe he’s a least one reason the city saved $60,000.00 and a huge amount of inconvenience for drivers and a danger for the school children with the increased traffic flow cluttering their safety. So now WHAT??????? Do I deserve answers, as well as anyone else interested in this mess?

My limited information on this subject was researched on the internet, and from our personal pain involved with being controlled by a DUMMY who needed to conjure up busywork to warrant her BIG PAYDAYS. Took the city quite a while to figure this one out..$461,000.00 LATER, plus all the huge expenses for their dumb STUDIES!

Remember, this was our money to be used by someone with enough technical knowledge to fix the many problems that exist in Oceanside. Watanabe hired his supposed girlfriend, Watson, as a consultant without the proper QUALIFICATIONS… WRONG ANSWER…IF YOU ARE HEAD OF TRANSPORTATION IN OCEANSIDE, YOU DO NOT HIRE AN UNQUALIFIED, HIGHLY PAID CONSULTANT UNLESS YOU ARE STUPID, A CROOK OR ARE IN LOVE! I believe that Frank Watanabe is all three. Why didn’t someone in charge, notice? I think Watanabe and Watson may deserve a BIG SPOTLIGHT because they certainly should get recognition in the WHOSE WHO, OF WHOSE BAD, if these allegations are true!

We, as citizens, deserve to be treated with respect if we have a problem, no matter how petty it might seem. They have a duty to our city government to move it in the right direction. We have a duty to watch where they spend OUR MONEY, because THEY DON’T! And I might add, we need to keep a close watch on those guys in government that we elect to dish out orders for the rest of us to live by.

A little late but thought you’d be further interested to know that in the early 90s in Concord, CA, Watanabe had a young woman “engineer” – at least according to her job title – who worked for the city under him. Too bad she had no technical degree of any kind and he did her work for her. She still received her engineer’s pay, however. Then they split and she sued the city for sexual harassment and received a sizable settlement and Watanabe resigned. Sense a pattern here? And guess who was one of Watanabe’s bosses at that time ….. Steve Jepsen! Gee, sound kinda familiar? I had let the SD Union-Tribune know of this but they ultimately let it go without pursuing it further … too bad. Watanabe deserves to be exposed for what he is.

    Thanks for that info; it’s never too late to shine the big spotlight on WRONG and those who perpetrate it, especially when the evildoers are being PAID to be evil by us.
    It’s amazing how they are encouraged and defended by their evil associates; they do seem to always find each other.
    Evil is a growing entity that clusters together, and we best destroy it in anyway we can instead of overlooking it…sort of like an army of ants, best zap the first ones seen or they’ll take over and we will be sorry. They cause lots of damage.
